Also, make sure Notes is fully closed and that all Notes processes have exited before launching from the toolkit. I usually get this message when I try to launch from the toolkit with Notes already running (as I normally run it).
Others things I do to get around this:
1) Run nsd -kill from the Notes install directory
2) Select the "Clear" checkbox and workspace radio button on the Main launcher tab when this happens. When prompted click Yes. After it starts working again, you can select No on subsequent launches or uncheck the "Clear" checkbox on the Main tab
